I got the point that you want all the participants to reregister. But couldnt understand what is holding you to finalize it without those remaining participants. All payment have been finalized.

Exactly, in order words, if someone is only waiting for it to complete in another website and dont have habit to read post. We will never get this product eventhough all payment has already been completed.
